COMEDK wishes all the best for those candidates who have thus become eligible to participate in the Counseling process; and to enable a fair selection of seats, based on merit, certain rules have to be laid down and this process document provides a fair idea as to how and what the candidates have to follow as procedure for selection of seats, mandatory certificates/documents to be produced, the fees to be deposited, the mal-practices and the measures required to be observed for avoiding the same, consequences of such mal-practices, surrender policy, reporting to colleges etc.
The participating candidates are required to go through this seat selection/Counseling process document detailed hereunder carefully and adhere to the rules strictly.
(A).Based on the authorization issued by the Karnataka Private Professional Colleges Foundation and KUPECA, the COMEDK is holding a centralized Counseling for admissions to Under-Graduate Medical, Dental and Engineering courses in respect of member institutions for the academic year 2012-2013 so as to ensure merit based admission.
(B).Having announced the Rank List on 08.06.2012 on its website, the dispatch of Rank Cards would be completed by 18th June 2012. Candidates are cautioned to be careful about their Rank card. No duplicate Rank card will be issued. However details of Rank card returned by postal authorities are updated regularly on the COMEDK website. Hence such of the candidates whose Rank cards are returned can collect the same at counseling venue.
COUNSELING VENUE
The Counseling venue is “NMKRV College Mangala Mantapa”, 3rd Block, Jayanagar, (near South End Circle), Bangalore, 560011. Only genuine and bonafide candidates possessing original documents are allowed for counseling.
COUNSELING SCHEDULE
The Counseling schedule will be notified separately on COMEDK web site. The seat selection process involves two rounds of Counseling. The status of the Counseling/seat selection process for each day and session would be notified separately and the candidates are requested to log on to COMEDK 2012 website (www.comedk.org) to check the Counseling status and all updates frequently.
ELIGIBILITY NORMS FOR PARTICIPATION IN THE COUNSELING
For admission to M.B.B.S. and B.D.S.:-
(a) The candidates should have passed the qualifying examination which is 2nd PUC or 10+2 higher secondary or equivalent and recognized by State / Central Government, the last two years of study shall be comprising of Physics, Chemistry and Biology (PCB) with English as a compulsory subject.
(b) As per the Medical Council of India (MCI) and Dental Council of India (DCI) norms the general merit candidates must have passed these subjects individually and must have obtained a minimum of 50% of marks taken together in PCB. Further they should have secured 50% marks in PCB in the Common Entrance Test (COMEDK UGET-2012).
(c) As per the Medical Council of India (MCI) and Dental Council of India (DCI) norms the SC/ST and OBC candidates of Karnataka must have passed these subjects individually and must have obtained a minimum of 40% of marks taken together in PCB. Further they should have secured not less than 40% marks in PCB in the Common Entrance Test (COMEDK UGET-2012).
(d) The declaration made by candidates in their Application Form for COMEDK UGET with regard to SC/ST or OBC will be final for lower eligibility marks as in (c) above and changes in the category on any ground are not permitted under any circumstances.
(e) Provided in the event of such a candidate having made declaration in the application form with regard to SC/ST/OBC and fails to produce the said certificate in original issued by the competent revenue authorities not below the rank of Tahsildar will be considered as belonging to general merit category regardless of his declaration in the application form and the rank assigned to him/her in the said category.
(f) All candidates seeking admissions to medical and dental courses shall complete 17 years of age on or before 31st December of the year of admission i.e., .31.12.2012.
ESSENTIAL DOCUMENTS FOR COUNSELING PURPOSE
Only the original Certificates and one set of Attested Photocopies of all the documents shall be furnished compulsorily at the time of counseling. Ensure to have enough photocopies of original documents for your use).
(a).COMEDK UGET 2012 – Rank Card.
(b).10th standard / SSLC or School Leaving Certificate or any School or government record indicating the date of birth.
(c).12th standard / 2nd PUC or equivalent qualifying examination Marks Card.(Should satisfy the eligibility criteria as mentioned in 5(A) and (B))
(d).Demand Draft for a notified amount towards tuition fee to be drawn only from the Nationalized Banks as per the list given in annexure - I in favour of “COMEDK” payable at Bangalore, (Candidate‟s Name and TAT number must be written on the reverse of the DD). Exchange of Demand Draft/s among the candidates is not permissible.
(e).SC/ST and OBC candidates of Karnataka are eligible to claim only the lower eligibility and the seat selection will be only on the basis of merit provided they furnish the following Certificates:
(i).SC / ST: certificate issued by competent authority (Authorized to issue such a certificate, but not below the rank of a Tahsildar) valid for the year of admission (namely 2012).
(ii).OBC: Category I, IIA, IIB, and IIIA, III B: As notified by the Government of Karnataka; Caste and income certificate issued by Tahsildar or higher revenue jurisdictional authority authorized to issue such certificate valid only for the year of admission (namely 2012).
(f).Minority candidates:
(i).Religious (Christian) Minority candidates shall produce certificate as per Annexure – II or School leaving certificate indicating the religion.
(ii).Linguistic (Telugu / Tulu / Konkani) Minority candidates of Karnataka shall produce certificate as per Annexure – II or School leaving certificate indicating the mother tongue.
(iii).Residential/Domicile certificate issued by the competent authority to show that he/she or his/her parents (Father/Mother) has been a resident of Karnataka state for a period of not less than Seven years shall be produced as per Annexure-III. For consideration into Karnataka category, the domicile rules of the Government of Karnataka will be strictly followed.
Domicile Rules If you belong to Karnataka by birth / domicile and have schooling for a minimum period of SEVEN academic years commencing from 1st to 2nd PUC / 12th Standard as on 1st July of the year in which the Entrance Test is held and must have passed either SSLC / 10th Standard or 2nd PUC / 12th Standard examination from Karnataka State. In case of the candidate who had taken more than one year to pass a class or standard, the years of academic study is counted as one year only. Indian Citizens of Karnataka origin are also eligible such that the candidate should have passed both 1st and 2nd year PUC or 11th and 12th standard examination within the State of Karnataka from an Educational Institution run or recognised by the State Government and that either of the parents should have studied in Karnataka for a minimum period of SEVEN years. Such candidates have to produce certificates issued by the competent authority to show that he /she or his/her parent (Father / Mother) has been a resident of Karnataka State and study certificate/s against their claim.
NOTE: During the first round of Counseling, candidates belonging to religious or linguistic minority of Karnataka state only are allowed to select a seat either under General Merit or in the respective minority institution.
NOTE: 1. Only the original Certificates and one set of Attested Photocopies of all the documents shall be furnished compulsorily at the time of counseling (Ensure to have enough photocopies of original documents for your use):
Note: 2. If any of the documents are not original, Candidate/s shall produce duplicate records issued by the same competent authorities which issued the original along with a notarized affidavit explaining the circumstances for not being able to produce the original records and the decision of the expert committee in this regard will be final.
Note: Candidates who have selected a seat by submitting their Original documents in the following Institutions / Universities / Agencies may attend the COMEDK First Round counseling, with one set of attested photocopies of documents, the original acknowledgement and the original allotment letter issued by them:
1) Karnataka Examination Authority (KEA)
2) All India Pre-Medical / Pre-Dental Entrance Exam
3) Deemed Universities of Karnataka State only.
All other candidates have to show the original documents specified as at (point: 6) above and without which they will not be allowed to participate in the Counseling.
PROCEDURE AT THE COUNSELING CENTER
(A) Important Steps:
i. Verification of all original documents & Demand Draft.
ii. Registration of the candidates : After verification of Biometric, Signature, and photo the candidates will have to register and will be issued a Registration Slip, the candidates have to fill the Demand Draft details and the 3 choices of course / college that are available and which he / she would opt during the seat selection.
iii. Exercising the option by the candidates after registration which involves selection of seats in accordance with the order of merit.
iv. Remittance of Fees in the form of Demand Draft at the Bank Counter
v. Issue of Allotment letter.
Use of Cell Phone / Laptops / Ipads or any other electronic gadgets is strictly prohibited inside the Counseling Venue.
(B) Selection of a seat by a candidate and allocation thereafter comprises of the following stages:
Touts and agents, if found accompanying candidates such candidates will be debarred from the counseling process.

FIRST ROUND OF COUNSELING/SEAT SELECTION
(A).A day is divided into six sessions and the first session begins at 8.00 AM daily. Candidates are allowed to participate in accordance with the notified time schedule and as per the stipulated rank ranges only. The candidates are required to get the original documents verified and later to register themselves in the counter where it gets entered into the computer system. Unless this is done the candidate cannot participate in the seat selection process. As biometric verification, photo verification and signature verification will be made; Candidates are required to be present compulsorily for seat selection process. Candidate may be accompanied by only one person (parent or guardian) for the seat selection.
(B).The entire seat selection process is computerized right from the stage of registration till the stage of printing of the Allotment letter. The highly sophisticated software used in the system has the ability to control the initial registration, provide data for verification of the original documents and to take care of the selection of the seats by the candidates in the order of merit, payment of fees and finally printing of Provisional / Confirmed Allotment letter. As already said, once the candidate comes to the seat selection by registering and verifying the documents, the computer will not allow jumping the order of merit. Unless a candidate who has a better rank gets the opportunity to select a seat, a candidate who has the rank next to him cannot bypass him. The candidate has to wait for his/her turn at the seat selection terminal. A dynamic screen will show course-wise and college-wise availability of seats, which helps the candidates to make up their mind in advance. The moment the option is exercised, the computer will show one seat less against the course and college from which the candidate has selected the seat.
For Medical / Dental Seat Counseling
(a) After seat selection, the candidate has the option of getting either Provisional or Confirmed allotment letter.
(b) Provisional Allotment Letter (only during first round counseling) will be issued, if the candidate wishes to retain the original documents and submit only a set of attested photocopies of the documents and the Demand Draft drawn from Nationalized bank in favour of COMEDK payable at Bangalore for the prescribed annual tuition fee. However the Candidate cannot report to the college with the provisional allotment letter. A candidate who has taken provisional allotment can confirm his seat by converting the Provisional Allotment Letter to the confirmed allotment which enables the candidates to report to the college selected. However, once a candidate obtains confirmed allotment letter after surrendering the provisional allotment further surrender of seat is not permissible. The candidates are required to get the Provisional letter of allotment converted into to Confirmed Allotment Letter on or before the prescribed date to be notified later by submitting all the Original Documents.
(c) In case of candidate belonging to Medical / Dental stream if he/she fails to surrender provisional allotment letter or to get the provisional allotment letter converted into Confirmed Allotment Letter on or before the prescribed date they will not only forfeit the selected seat but also lose a sum of Rs. 50,000/- of the fee deposited as penalty and receive the balance in the form of Crossed Cheque in the name of the Candidate only. Seats thus falling vacant due to forfeiture will be added to the pool and offered in the Second and Final round of Counseling.
(d) Confirmed Allotment letter will be issued only, if the candidate submits all the Original documents along with the Demand Draft for the prescribed annual tuition fee. Candidates are at liberty either to report or not to the college with the Confirmed Allotment Letter till the date indicated in the allotment letter.
SURRENDER AND FORFEITURE OF FEE
(A).Only the candidates can surrender the seats in person (no surrender will be accepted through Authorization, Phone, FAX, E-Mail or Post). Such of the candidates are required to bring COMEDK allotment letter, Bank receipt for having deposited the tuition fee during first round and Verification card all in original received by them.
(B).Any candidate, who surrenders his provisional / confirmed allotment letter on or before the date fixed, will be refunded the fee paid after deducting Rs.5,000/- only, towards administrative expenses. Remaining amount will be refunded as crossed A/c payee cheque in the name of the candidate only. Such of the candidates are required to bring COMEDK allotment letter, Bank receipt for having deposited the tuition fee during first round and Verification card all in original received by them
(C).In case of candidate belonging to Medical / Dental stream if he/ she fails to surrender provisional allotment letter / get the said provisional allotment letter converted into confirmed allotment letter on or before the date to be notified separately will not only forfeit the selected seat but also lose a sum of Rs. 50,000/- of the tuition fee deposited as penalty.
(D).No surrender of seat; either provisional or confirmed is permissible beyond the last date to be notified separately.
(E).Surrender of seat by the candidates possessing confirmed Allotment Letter is not allowed during or after COMEDK second and final round of Counseling. They are required to do so at the respective college selected by them and selected accordingly. COMEDK will not be responsible for any subsequent consequences arising. Candidates have to approach the college concerned only.
SECOND AND FINAL ROUND OF COUNSELING/SEAT SELECTION
(A).After the completion of the first round seat selection, unfilled, surrendered, forfeited, cancelled and newly added seats, if any, will be offered during the second and final round. All candidates who have either attended or not attended the first round of counseling are eligible to participate in the second and final round.
(B).Only the candidates who appear with the original documents not holding any seat elsewhere and further who are willing to submit them at the time of allotment will be counseled during the second and final round.
(C).The second and final Round of seat selection will be held as per the schedule to be notified separately.
(D).If any candidate is permitted to change the college or course during the second and final round of Counseling will not result in loss of fee amount but will be adjusted with necessary refund. Refund if any will be paid by crossed A/c payee cheque in the name of the candidate only. However if it results in
payment of additional amount as from the candidate it shall be paid through a Demand Draft drawn from a Nationalized bank in favour of COMEDK payable at Bangalore.
(E).During the second and final round of counseling, there is no provision to issue provisional allotment letters. Only candidates who come with the original documents without any exception and who are willing to submit the same at the time of allotment will be counseled during the Second and Final round.
(F).The letter of Allotment issued by the COMEDK is to enable the candidate to report and complete the process of admission in the concerned college, subject to his/her meeting all the eligibility requirements as prescribed by MCI / DCI / AICTE and the concerned university in Karnataka. Hence at the college level all the original documents are again verified before acceptance.
(G).After the second and final round of counseling if there are still vacant seats left, either due to surrender at the college level or change over during the second and final round or seats not being picked up by the candidates for whatever reasons, the concerned colleges will have complete discretion to fill such seats.
SEAT SELECTION PROCEDURE FOR MINORITY CANDIDATES
(A).During the common first round of counseling explained as at Point:9 (A) to (F) the seats reserved for Minority category in Minority institutions would also be available to the candidates coming under this category, whether Christian or Tulu or Telugu or Konkani for selection in the order of merit. Those candidates of this category by birth/domicile in Karnataka are first eligible to select the seats so reserved. All other Minority candidates are permitted to choose seats under General Merit category only according to their merit ranks.
(B).However, there will be an exclusive round of counseling i.e. the first session of the second and final round of counseling for candidates belonging to minority category only if the seats reserved for them are available. In this round, again Minority candidates by birth/domicile in Karnataka have preference in selecting the seats meant for Minority category and thereafter the leftover seats under the Christian Minority category can be selected by such Christian Minority candidates hailing from States other than Karnataka. This opportunity is not available to Tulu/Telugu/Konkani Minority candidates belonging to outside Karnataka. (Refer to Point: 6 (f)).
(C).If the seats are still left unfilled under minority quota they will be moved to General Merit category and the General Merit candidates would be counseled in the order of merit during the second and final round.
(D).The candidate who is holding a minority seat after the first round of counseling is eligible to participate only in the minority session of the Second and Final round and is not eligible to participate in the subsequent General Merit sessions of this round.
GENERAL
(A).A candidate who selects a Medical / Dental seat in the first round can also attend the Engineering / Architecture first Round. In the event of selecting Engineering / Architecture seat, the earlier selected Medical / Dental seat automatically gets surrendered and added to the final round of Medical / Dental seat matrix. Fee adjustment will be made without any loss to the candidate by refunding the excess fee by a post dated cheque in the name of the candidate. Such a candidate will not be eligible to attend final round of Medical / Dental counseling.
(B).A candidate who has not selected a seat in Medical / Dental in the first round can attend the first round counseling of Engineering / Architecture and select a seat. Further such a candidate is eligible to attend the final round of Medical / Dental counseling. In the event of a selecting a seat in the final round Medical / Dental counseling, the earlier selected Engineering / Architecture seat automatically gets surrendered and added to the final round of Engineering / Architecture seat matrix. Such candidates will however have to come prepared to deposit the additional fee as applicable. However, such a candidate will not be eligible to attend the final round counseling of Engineering / Architecture stream.
(C).A candidate who has selected an Engineering seat in the first round can attend the first round counseling of Architecture stream also, but in such a situation the earlier selected Engineering seat automatically gets surrendered. Nevertheless such a candidate can attend the final round of counseling either in Engineering or Architecture stream subsequently.
(D).COMEDK does not have any agents, liaison, admission offices, representatives or any other office/s other than the office mentioned in the website. The parents/ candidates are requested not to depend upon or deal with any person or organization/s claiming to be associated with the COMEDK activities or claiming to help with admissions. COMEDK will not be responsible for the same. www.comedk.org is the only official website of the Consortium. COMEDK is not responsible for information available on other websites / elsewhere.
LATECOMER POLICY
(A).Candidate who fails to report in time at the venue as per their date and time of the schedule along with all the required documents and Demand Draft drawn on any of the notified Nationalized Banks in favour of COMEDK payable at Bangalore will be considered as a latecomer. Such latecomers cannot as of right claim to be counseled during the same round. The excuses like flight/train/bus/local transportation delayed / on any health /social grounds etc. will not be entertained.
(B).However, COMEDK may at its discretion, organize an exclusive session called „latecomer session‟ to all those who are latecomers during any session of that day, only after the completion of all the sessions proposed for that day. The said latecomers are entitled for seat selection amongst the seats available at that point of counseling and further they are not allowed to participate on any subsequent session during the said Counseling round.
GROUNDS OF REJECTION (On verification):
(A).If the documents are found to be not in order or if there is a likelihood of falsification or the expert committee is not convinced about the genuineness of the documents submitted at the verification counter;
(B).If there is a mismatch of photo, finger impression and signature of the candidate or if there is a reasonable doubt by the expert committee that there is malafied intent of impersonation such of the candidate/s will be debarred and criminal proceedings may be initiated. The decision taken by the expert committee will be final in this regard.
(C).Candidate who does not get the prescribed amount in the form of Demand Draft from any of the notified Nationalized Banks in favour of COMEDK payable at Bangalore. A Demand Draft from a non-Nationalized bank will not be accepted under any circumstances.
(D).If the candidate is not physically present as no proxy registration is possible (Medical Certificate / Affidavit will not be accepted for the same)
(A) MALPRACTICES AND CONSEQUENCES THEREOFF
(a).COMEDK recognizes that the examination related malpractice are a social evil that can damage society to the extent of possibly leading to a failed State. We believe that there is a chain effect of such malpractices on the educational system and the society as a whole. It is only the candidates who have studied very hard for the entrance test, and no one else and certainly not the touts and agents, who would face the adverse consequences leading to their professional life becoming totally miserable. The parents and the candidates are therefore advised to be extremely careful.
(b).COMEDK considers the following as some of the illustrations of malpractices:-
Impersonation including Biometric Mismatch;
Creating disturbance at the Counseling Venue;
Giving or receiving unauthorized help;
Frustrating a deserving candidate from getting a seat of his choice based on merit, like jamming, contracting, trading, misusing, producing of duplicate, color photocopy, fake documents etc.
Candidates found entertaining the Touts and agents.
(B).PREVENTIVE MEASURES ADOPTED
Rigid Counseling Centre Management
Biometric data collection with digital recording at counseling centre.
Debarring such candidates from participating in the counseling process besides handing over to law enforcing authorities.
Publishing photo and other details of candidates resorting to malpractices on COMEDK and all Colleges’ web-site and requesting all Examination Authorities in the country to ban such candidates from appearing future entrance tests.
LEGAL JURISDICTION AND MISCELLANEOUS
Any dispute that may arise in respect of the seat selection process and admission is subject to the jurisdiction of the Hon’ble High Court of Karnataka. Also, Language of communication, oral or written, must be only in English or Kannada.
COMEDK reserves the rights to make appropriate changes/modifications to the above seat selection process and the same would be notified on its website.
Candidates seeking clarification or assistance for specific problems with regard to the seat selection process are required to contact COMEDK Office well in advance for redressal. COMEDK suggest all the candidates to visit the COMEDK website regularly for all updates.
